WASHINGTON, D.C. — In March 2006, the U.S. District Court, Northern District of Texas, found the Texas insurer-owned repair shop law, H.B. 1131, constitutional. Allstate filed a notice of appeal with the U.S. Court of Appeals, Fifth Circuit, in April 2006.The Automotive Service Association (ASA) and the Consumer Choice in Autobody Repair Coalition have filed a brief responding to the Allstate appeal.
